Oktatás célja
Course target objective  The BIP course targets the examination of enforcement mechanisms of EU law on national and Union level in the light of rule of law and human rights, in the field of internal market, social and labour rights and criminal law. The program is structured to foster an interdisciplinary approach to EU law enforcement. Course description The course consists of one full online day (23 February 2026, 9:00-17:00 with breaks) and one in-person week (9–13 March 2026 with active teaching hours mainly between 9-14 pm). In total, 15 lectures will be delivered by professors from the participating universities (5 during the online day and 10 during the in-person week), addressing key topic areas within the program’s scope. In addition, between these two dates, students are required to carry out independent work on the topic and in the format assigned during the online day, to identify enforcement gaps and propose legal solutions, and to present the results both in writing and orally during the in-person week. Students from the participating universities will be evenly distributed across the five relevant fields.

Course schedule A. General considerations During the virtual part of the BIP, the 5 introductory lectures will concentrate on the following topics: - Article 267 TFEU reference procedure (and the lack of it), rule of law, role of the judiciary; (Prof. Declan Walsh) - EU Internal health law - consumer rights, cross-border movement of goods and services, competition and equality in health systems, individual human rights (Ass. Prof. Laura Kadile/ Dr. habil. Éva Lukács Gellérné) - Efficiency of social security coordination to improve free movement of workers (basic principles, or posting and applicable legislation, regulation of teleworking; (Prof. Grega Strban) - Free movement of workers, labour law; (Ass. Prof. Sara Bagari) - Civil Litigation, ADR and ODR in the EU; (Prof. Peter A. Windel) - Concepts and institutions in the field of EU criminal law and their role in protecting the individuals (Prof. Balázs J. Gellér) During the in-person visit, 10 in-depth (advanced) lectures will be held, by lecturers from participating universities, they will cover further important details including legal theories, CJEU case law, and practical enforcement challenges both at EU and national level. During the visit, students will further work on the task distributed to them during the on-line event, and they will present their findings and legal solutions. During the lectures and student presentations, the aim is to promote interactivity, discuss the topics, and exchange viewpoints. B. Számonkérés és értékelés
Lecture participation is obligatory throughout the course. Students will gain exposure to different legal traditions and enforcement frameworks. Students will develop their analytical and critical thinking abilities. In addition, the skill-building role of the course is important: the participants have to give presentations to students from two other countries. The assessment corresponds to this structure. First, the professors from the participating universities will evaluate the written papers and the oral presentations, which will account for 80% of the final grade. In addition, at the end of the course, on 13 March 2026, participants will complete an online Moodle test, which will constitute the remaining 20% of the grade. This test will mainly consist of basic questions focusing on the essential parts of the lectures delivered on the online day (23 February 2026), which will be recorded and made available during the course.
