Title Democratic Resilience in the European Union Lecturer(s): Contact email address: Prof. Dr. Dr. h.c. Pál Sonnevend sonnevend@ajk.elte.hu Brief description While Article 2 TEU states that, the EU is founded on, among others, the value of democracy, the rule of law and the respect for human rights that are common to the Member States, academia and EU institutions have been primarily focused on one particular value, namely the rule of law. Four focus points are to be achieved in this course: investigating the co-dependent relationship between democracy and the rule of law; evaluating the protection and restoration of the rule of law in the Member States as a prerequisite for sustaining democracy; mapping out the possible ways of the enforcement of the value of democracy under EU law and finally, the evaluation of the executive cantered conditionality technique from the point of view of democracy.

The independence of the judiciary and European Court of Human Rights 9. Mutual trust, Horizontal Solange 10. The right to vote and what follows from it 11. Transition 2.0: how to restore democracy in an EU member state - Poland 12. Transition 2.1: how to restore democracy in an EU member state - Hungary
