- Title Regulation of digital markets Lecturer(s): dr. Virág Balogh Brief description The course aims at introducing the basic concepts of market regulation in the digital ecosystem, mostly telco markets and digital markets. The course offers a brief overview of the theoretical concepts of market regulation, touches ont he technological aspects of markets, then walks through competition, consumer protection and regulatory overview of the different markets in the digital ecosystem. Schedule Introduction to market regulation, basic economic principles Telco/digital markets and public service (concept of universal services) Introduction to the basics of digital technology Telco regulation I.: Market analysis, the concept of significant market power on telco markets Telco regulation II.: Spectrum policy and regulation Telco regulation III.: Competition law Telco regulation IV.: Consumer protection Digital markets I.: Competition law Digital markets II.: Competition law Digital markets II: Consumer protection Digital markets III.: Emerging regulation (Digital Services Act and Digital Markets Act) New horizons of telco / digital regulation: Digital Networks Act, Cybersecurity Act, Data Act, AI Act Materials/Recommended readings Recommended reading material will be provided during the course. Assessment/Exam Assessment will be based on a 12 000 character essay to be turned in by May 23, 2026. Topics of essays should be picked of the following list or (in the case of special interest in another relevant topic) should be indicated via email/teams. Market failures that serve as a basis for the regulation of telco/digital sectors Market squeeze practice of the CJEU The concept of abuse of dominance and significant market power on telco sectors Merger practice of the Hungarian Competition Authority / EU Commission in telco/digital sectors An overview of the history of telco regulation within the EU An overview of open internet regulation / case law based on either Hungarian or CJEU case-law Spectrum regulation based on Hungarian regulation / the EECC The developments of telco consumer law based on the provisions of the EECC History / current framework of universal service regulation The most important provisions of the EECC New emerging theories of harm based on antitrust case law of the CJEU in the digital sector Consumer protection legislation in the digital sector Dark patterns in the digital sector Recent digital legislation of the EU (digital content regulation, Data Act, AI Act, etc.) Assessment of the DSA / DMA (either pointing to the most important provisions or one topic of interest) Most recent digital legislation of the EU (Digital Networks Act)
